The Government of Kiribati has now confirmed that there are four cases outside the quarantine cases reported earlier. This fourth case is not part of the security team at the quarantine center who were tested positive earlier and does not reside in Buota the village where the three other cases reside before being quarantined. Health officials are currently conducting contact tracing and will further update on this case.

There is now an assumption that COVID-19 is now spreading in the community on South Tarawa and Betio based on this fourth case. For this reason, the Government has now decided to instigate alert level 3 and the lockdown which will now be effective from 3pm on Saturday 22nd January 2022.

The following measures are now declared:

1. Lock-down with 24 hours curfew.

2. All essential service providers (food wholesale and retail) from the private sector will remain open to the public from 6am to 2pm.

3. All Government Offices and SOEs will be closed and work remotely from home, except for essential and emergency services such as:

• Hospital services

• Police services

• Banking services

• Kiribati Port Authority

• Kiribati Oil Company and gas stations

• Wholesalers and retailers selling food and essential items including Kiribati Copra Development Limited

• Ministry of Finance and Economic Development

• Ministry of Tourism, Commerce, Industry and Cooperatives

• Telecommunication service providers

• Public Broadcasting Authority

• Public Utilities Board

• Kiribati Meteorological Service

• Ministry of Women, Youth, Sport and Social Affairs

• Ministry of Information, Communication and Transport

• Shipping and Aviation service providers

• Kiribati Red cross Society

• Kiribati Family Health Association

• And other essential services that the Government deems necessary during the lockdown. These additional services require prior approval of Office of Te Beretitenti.

4. All essential service providers (food wholesale and retail) from the private sector will remain open to the public from 6am to 2pm.

People MUST stay at home – may only leave their homes for essential work or to access emergency services.

5. Access to shops for food shopping and other essential services will be zoned to limit the movement of people within their neighbourhoods or villages from 6am to 2pm.

6. Public transportation services will cease during the lockdown.

7. All kava bars, liquor bars, and night clubs will be closed.

8. All kinds of social gatherings are banned.

9. Access to hospital services will be conducted according to the Ministry of Health and Medical Service guidelines as earlier announced.

Delivery of cargoes, fuels and medical supplies by vessel or air service will continue to outer island with no passengers allowed. Only those stranded in the outer islands are allowed to return to Tarawa provided they meet health travel requirements.

No travels between the outer islands are allowed.

Government will continue to provide regular updates to the public for their information and safety.

In addition, the current lockdown of the Buota village will continue until further notice given that there have been three confirmed cases from this location. Government will continue to work with the private sector to ensure that food and medical supplies continue to be delivered to the area and appeal to the people of Buota village for their patience and support.

During this difficult and challenging situation, the Government appeals to elders, church, island councils, community and youth leaders for their support and cooperation in order to protect and safeguard our health and nation. The only way that we could fight this virus is to through complete vaccination and therefore, the public is urged to complete their vaccination doses in order to protect themselves and families. It is critical that all work together and trust each other to do our part in combating this pandemic.
